  I love that building too. I like to meditate there before walking the labyrinth. Just uploaded a photo of it.
  
  When I lived at Harbin 2+ years ago, it really wasn't used for anything at all. Not sure about today.
  
  When I lived there in the late 80's, it was the smoking area. But, I'm sure it's had other uses since.
  
  Sweet spot, for sure.
